Mr. Ian ROBERTSON, MBCS, CITP
Panel Chair
Director, Transport & Logistics and News Sectors, EPC Global Inc.

Mr. Ian Robertson has a long multi-faceted background covering IT, Supply Chain and international large scale program management, and was formerly HP's WW Program Director of RFID, having spent 22 years in the HP, Compaq and DEC components of HP. His background in supply chain troubleshooting positioned him well to create the HP RFID program from scratch and drive its implementation into HP’s supply chain in 28 sites all over the globe, but particularly in Asia, where he also initiated trials and negotiations with many governments for the allocation of RFID frequencies and operating parameters. He has worked extensively across North America, Europe and Asia Pacific regions. His pioneering work in RFID included collaboration with Professor Sanjay Sarma from MIT on the concept of using RFID for Electronic Proof Of Delivery and the use of analytics derived from EPC event data to predict supply chain events and reduce the effort and time required to reconcile receiving discrepancies between trading partners. He also promoted the adoption of pallet association and aggregation techniques from the electronics industry by FMCG industries to overcome the limitations of reading tags through difficult materials. In November 2005 he took up the roles of Global Industry Development Director and of Asia Pacific Regional Director for EPCglobal. In his Asia Pacific role he has consulted on RFID applications and regulations for many governments and major industries. He worked closely with the Apparel, Aerospace & Defence and Consumer Electronics industries to form their industry groups within EPCglobal. His collaboration with China contributed to the development and publication of China’s UHF RFID regulations. He is a graduate of the International Advanced Management Program at INSEAD, France and a Charter Member of The British Computer Society.

Mr. Andrew C. W. LAI
Deputy Commissioner for Innovation and Technology, HKSAR Government


Mr. Andrew Lai is the Deputy Commissioner for Innovation and Technology of the Hong Kong Special Administrative Region. He is responsible for promoting the development of innovation and technology with a view to growing Hong Kong into a regional innovation and technology service hub. His responsibilities include formulating and implementing the innovation and technology programmes in Hong Kong, providing funding support for applied research and development, strengthening technological infrastructure, supporting technology ventures and fostering an innovation and technology culture in the community.
Mr. LAI joined the Administrative Service in 1992. Prior to his current posting, he held various positions at the former Planning, Environment and Lands Bureau, the Housing Department, the Civil Service Bureau and the Home Affairs Department.
Mr. LAI was graduated from the University of Hong Kong. He also received a Master Degree in Public Administration from Harvard University in 2006.

Mr. Simon LANGFORD
Senior Director, International – Innovations, Walmart


A native of England, now living in Arkansas in the USA, Simon is currently Senior Director of Innovations for Walmart International, with a focus on Store Operations and Systems. With strong roots in retail operations, Simon has a broad influence in how process and systems are leveraged across the Walmart global enterprise.
Simon has been the pioneer and the driving force behind Walmart’s EPC (RFID) strategy and initiatives, making sure solutions were business focused and coordinating with the technologists to ensure the technology was ready for prime time to meet the needs of the business. In his work with RFID, Simon has collaborated and shared learning’s with many organizations such as the U.S. Department of Defense. Simon is known for taking calculated risks and having a pragmatic approach to solutions development. His strong background in retail operations has allowed him to prioritize and focus work in the areas that make a difference and aligned with business strategies. Simon received the SAM M. Walton Award for Excellence in Leadership, the highest honor bestowed on an individual at Walmart.

Ms. Anna LIN
Chief Executive, GS1 Hong Kong


Ms. Anna Lin joined GS1 Hong Kong in 1989. As the Chief Executive of GS1 Hong Kong, Ms. Lin is responsible for the overall management and development of the Association, the role of which is to facilitate, advise and support Hong Kong industries on the use of international supply chain management standards and technologies such as global identification numbers, barcodes, XML/EDI messaging, and more recently EPC/RFID to enable global trade and commerce. Ms. Lin represents GS1 Hong Kong in numerous international and local committees including Efficient Consumer Response (ECR) Asia Council, ISO/SC31 on Automatic Data Capture, Hong Kong Logistics Development Council (LOGSCOUNCIL), Digital 21 Strategy Advisory Committee and Task Force on Facilitating the Adoption of Wireless and Mobile Services and Technology of the HKSAR, as well as Trade Development Council’s Logistics Services Advisory Committee. Ms. Lin is also a frequent speaker at various international and local forums. Ms. Lin sits on the Board of Directors of the Logistics & Supply Chain Management Enabling Technology R&D Centre (LSCM R&D Centre) and the Digital Trade & Transportation Network (DTTNCo).

Mr. E. Anthony TAN
Chief Executive Officer, Hong Kong Science and Technology Parks Corporation

Mr. E. Anthony Tan has been the Chief Executive Officer of Hong Kong Science and Technology Parks Corporation (HKSTP) since April 2008.
Mr. Tan oversees the development and management of HKSTP in its mission to provide the world-class infrastructure and services for Hong Kong to become a regional hub of innovation and technology. In this capacity, Mr. Tan leads and manages Hong Kong Science Park, InnoCentre and three Industrial Estates that are entities within HKSTP.
Before assuming his current role, Mr. Tan also served on the board of HKSTP from May 2001 to June 2006 and the board of Hong Kong Applied Science and Technology Research Institute from May 2000 to October 2006.
Mr. Tan has more than 35 years of experience in general management, marketing, strategic planning and technological development. He spent 33 years with DuPont where he helped establish the company’s strong business profiles in Asia-Pacific and global markets. His responsibilities covered a wide range of product lines from chemicals and synthetic fibres, to electronic imaging and medical products. Mr. Tan began his career with DuPont in the US before returning to Asia in the mid 80s, thereafter becoming a pioneer in establishment of DuPont’s China operations.
Prior to joining HKSTP, Mr. Tan was Corporate Services Director of Airport Authority Hong Kong (AAHK) between 2006 and 2008. He was responsible for legal, human resource and administrative duties as well as improvements in management process.

Dr. Frank TONG
Director, Research and Technology Development, Hong Kong R&D Centre for Logistics and Supply Chain Management Enabling Technologies

Dr. Frank Tong is the Director of Research and Technology Development of Hong Kong R&D Centre for Logistics and Supply Chain Management Enabling Technologies (LSCM R&D Centre). He heads up the R&D programmes of the Centre in the areas of infrastructure & applications technologies. He also helps to define and drive the research roadmap of the Centre, with the focus of technology innovation and enablement for the benefits of the local industry. Dr. Tong’s area of interests includes logistics and supply chain management technologies, Radio Frequency Identification (RFID), wireless security, mobile computing in e-business applications as well as the web-based technologies for business process integration and service provisioning. Dr. Tong works closely with the industry, understands their needs and conducts research for solutions. Over the past years, Dr. Tong successfully secured multiple projects of major research and development funding from the Innovation and Technology Fund and SME Development Fund. He is keen on attracting R&D funding, building up partnership, innovating for technological solutions and products, and transferring results to industrial applications.

Dr. Gerd WOLFRAM
Managing Director, METRO SYSTEMS Gmbh

Dr. Gerd Wolfram is Managing Director of METRO SYSTEMS GmbH, a member of METRO GROUP. The company is the IT service provider for the Group and offers business and process consultancy, business solution development and the operation of computer centres as well as network services. Further, it is responsible for the coordination of the IT strategy and security within the METRO GROUP.
Dr. Gerd Wolfram is responsible for the development of software solutions for retail and administrative business processes, for architecture and integration as well as for the selection and implementation of new IT innovations for the whole METRO GROUP.
Since mid 2002 he has also been in charge of one of the most innovative projects of the METRO GROUP: the Future Store Initiative. With renowned partner companies this initiative drives the development of modern technologies and systems in the retailing sector and offers a platform for testing under real-live conditions.
Dr. Gerd Wolfram is also member of national and international committees which promote the standardisation of logistics and merchandise management processes in retail (EPCglobal and GS1).
