On 27 May 2016, the Legislative Council enacted a new Amendment Bill establishing the legal framework for the implementation of a mandatory producer responsibility scheme (“PRS”) on certain product containers, initially to include glass beverage containers.
 
This extension of the principle of ‘polluter pays’ will mean that a recycling levy will be charged on the distribution of glass-bottled beverages in Hong Kong so as to support the glass container collection and recycling work, and will bring about various new requirements for members of the supply chain.

While the levy may be introduced in 2018, now is the time to understand what the new Bill means for your business, suppliers, customers and waste streams.
